When planning to construct or modify a residential building within the jurisdiction of the Bruhat Bengaluru Mahanagara Palike (BBMP), obtaining prior approval for your building plan is not just essential—it's legally mandatory. The BBMP Building Plan Approval process is governed by a comprehensive set of guidelines designed to ensure sustainable urban development, safety, and regulatory compliance.
Here’s a clear breakdown of the key terms and conditions associated with BBMP residential building plan approvals. ✅ 1. Zoning & Land Use Compliance
Your building plan must strictly comply with the zoning regulations and land use classification under the
Master Plan (RMP 2015 or latest version). Only permitted residential structures can be built on residential-zoned plots. 🌐 REVISED MASTER PLAN - 2015 🌐 ZONING OF LANDUSE AND REGULATIONS
✅ 2. Ownership Documents
Before applying for plan approval, you must submit valid ownership documents such as:
Sale Deed / Khata / Encumbrance Certificate
Latest Tax Paid Receipts
RTC or Pahani (for converted lands)
Only the rightful landowner or an authorized person (with GPA or POA) can apply.
✅ 3. Plot Dimensions and Road Width
BBMP mandates minimum plot sizes and road widths depending on the building typology (independent house, duplex, apartment, etc.). For instance:
30x40 and above for independent homes
40ft+ road width mandatory for apartment buildings
Setbacks and FAR (Floor Area Ratio) also vary based on plot size and road width.
✅ 4. Adherence to Building Bye-Laws
The proposed construction must conform to the BBMP Building Bye-Laws, including:
Minimum setbacks (front, rear, side)
Maximum permissible height
Parking space allocation
Ventilation norms and safety regulations
Failure to follow these rules may result in plan rejection or penalties.
✅ 5. Architect’s/Engineer’s Signature
All plans must be prepared and signed by a licensed architect or engineer registered with BBMP. Their role includes structural design, safety measures, and plan compliance.
✅ 6. Structural Safety and Soil Test Reports
For G+3 or higher structures, submission of structural drawings, soil test reports, and stability certificates is mandatory. These ensure the safety and longevity of the building.
✅ 7. NOCs from Relevant Departments (if applicable)
In some cases, No Objection Certificates (NOCs) are required from:
BWSSB (Water/Sanitation)
BESCOM (Electric Supply)
Fire Department (for high-rise)
Airports Authority (if near flight path)
Pollution Control Board
✅ 8. Payment of Plan Sanction Fees
Applicants must pay requisite plan sanction fees, which include:
Scrutiny Fee
License Fee
Betterment Charges (if applicable)
Ground Rent for public amenities
These charges vary depending on the plot size, usage, and FAR applied.
✅ 9. Digitally Approved Plans (Online System)
BBMP has adopted a digital approval system (AutoDCR & online portals). Applicants must submit plans, track status, and receive approvals digitally. The approved plan is digitally signed and legally valid.
✅ 10. Validity & Commencement
Approved plans are valid for a limited time (usually 2 years). If construction is not commenced within this period, re-validation is required.
🏗 Importance of Compliance
Non-compliance with BBMP norms can lead to:
Demolition of unauthorized structures
Denial of Occupancy Certificate (OC)
Legal action or penalties
Challenges during property resale or home loan applications
To avoid legal complications, always engage a licensed architect and verify all approvals during property construction or purchase. Our Core Services :
