Who is Consumer?

A Consumer is a person who purchases a product or avails a service for a consideration, either for his personal use or to earn his livelihood by means of self employment. The consideration may be: Paid Promised Partly paid and partly promised .

It also includes a beneficiary of such goods/services when such use is made with the approval of such person.


What is the NCH?

The NCH is an online portal established by the Government of India specifically for consumer grievance redressal.  This means if you encounter problems while purchasing a property or availing real estate services, you can file a complaint with the NCH and seek assistance in resolving the matter.

Common Real Estate Issues Addressed by the NCH:

  • Hidden Defects:  If you discover significant defects in the property that were not disclosed during the sale process.

  • Delayed Possession: Facing delays in taking possession of the property after the agreed-upon date.

  • Breach of Contract:  The developer or seller fails to fulfill their obligations as outlined in the agreement.

  • Misrepresentation:  False or misleading information was provided about the property or services.

  • Defective Construction:  Poor construction quality or issues with amenities promised but not delivered.

  • Unprofessional Service:  Experiencing negligence or unethical behavior from a real estate agent or agency.

How to Register a Grievance with the NCH:

There are three convenient ways to file a complaint with the NCH:

  • Call the helpline: Dial 1800-11-4000 or 1915. This toll-free number allows you to speak directly with an NCH representative.

  • Register online: Visit the NCH website at National Consumer Helpline and register your complaint electronically. This user-friendly portal guides you through the process step-by-step.

  • Send an SMS: Text your grievance details to 1915. This option is ideal if you prefer a quick and concise method to initiate the complaint process.

What Happens After You Register?

Once you register your grievance, the NCH will initiate contact with you and the concerned party (developer, agent, etc.).  They will then work towards a resolution, which may involve:

  • Mediation: The NCH facilitates a discussion between you and the other party to reach a mutually agreeable solution.

  • Negotiation: The NCH may assist in negotiating a fair outcome, such as repairs, compensation, or adjustments to the agreement.

  • Escalation: In situations where direct resolution is not possible, the NCH can escalate the complaint to relevant authorities.

Tracking Your Grievance:

The NCH website allows you to track the progress of your complaint online. This ensures transparency and keeps you informed throughout the process.
